Not exactly. What would subsequently become Microsoft bought CP/M16 from Seattle Computer. The OS did not become DOS until it was revised to fit the Intel 808x chipset. At least that's the rumour. With Microsoft, who knows? And, in fact, who cares?
DOS has such inherent architectural limitations that its adoption as the de facto standard for personal computing was an absolute disaster (thank you, IBM). Imagine how far along we would be if the Motorola 63000 chipset and Apple's OS had become the standard? Or even Atari.
Overlaying a GUI on DOS is like putting jet assisted take off on a steam engine.
