If you use the dumpbin.exe utility that comes with Visual Studio then you can begin to examine the contents of the FLL/DLL.
dumpbin /HEADERS foxtools.fll
This will list things like .data and .text, so the answer is yes they get a data segment and from the brief glanse I've taken there are no sections marked as shared.
