To add, I'm no expert on ZOrderSet and what it should or shouldn't be set to, it's a "stealth" property, and rarely even exists. I do know that when I have some ordering trouble like yours, ZOrderSet will show up in there, though usually more unusual-looking than yours. I'm thinking just the fact that it's there at all is a bad sign, and may be enough to cause some trouble.
