That file does actually exist in that directory, but when I tried to run:
regsvr32.exe D:\Program Files\Microsoft Visual Studio\Vfp98\foxhhelpps.dll
I get an error message that says:
LoadLibrary(D:\Program) Failed
Get Last Error returns 0x0000007e

I'm thinking regsvr32.exe didn't like the spaces.
