There's a comparison on Access vs. VFP on the MS web site. In terms of Filemaker, if your client is migrating to the PC platform Filemaker is no longer part of the equation. I'm not sure if Filemaker makes a Windows version but I would opt for Access instead. AFAIK, the only reason to use Filemaker is if you're on the Mac platform.
