Your observation agrees with mine 100% and is well defined. There are a few serious web application issues that no amount of bandaging will cure. In the case of the corporation I work for, Visual Interdev 6.0 is our standard. We attempt to tell our IT demi gods of specific problems concerning web technology and complex business applications. It falls on deaf ears and does not resolve the problems. As a developer I have been successful using a number of tools, and believe in using the right tool for a job. One size does not fit all, except to the Sales and Marketing Departments. Reality is of no importance when corporate heads are misinformed. Regardless of my experience and warnings, we continue along this path.

Fighting City Hall is a no win situation. When ignorance is in charge the results can be a catastrophe. We use I.E. Browsers, starting with version 5.0. There are many serious issues between versions I.E. 5.0 and I.E. 5.5, which give results that are not desired. Additionally, with browsers, the user can set a number of things locally that will require calls to tech support because “the application does not work”.

Ignorance is bliss.
