This error is often caused by a vcx/vct file (class libraries) being marked as read-only. You can use Windows Explorer, right click on your classlib files, and under properties turn off the read-only checkbox.

Are you perhaps using Visual Source Safe? Source Safe likes to make any file not "checked out" read-only and you get this error message as a reminder to go check everything out to create your new build.
