Also, would it have any serious effect if an application from Visual Fox 6 created on a Windows 2000 Pro OS was to be run on a Win98/Win95B computer.

I'm using VFP6 SP5 in W2K Pro on tables created under Win95B and Win98SE without any problems. My users are running a mix of 95 and 98 without problems. They have the appropiate DCOMXX installed.
