Hmmm, I thought that GMT equaled UTC time. The standard bias between US Eastern and UTC is 300 minutes (5 hours). The daylight bias is -60, so during during daylight savings time the actual bias is 4 hours.

Foxtouch has a bug in it that'll demonstrate the currently used bias time. Windows files are stamped actual in UTC time. Foxtouch(), which modifies the last modification date/time stamp, currently thinks that the parameters that it's receiving are UTC time and stamps the file accordingly. So, IOW, if lcfile is a file that you want to modify and you
= Foxtouch(2001, 5, 1, 12, 0, 0) && 5/1/2001 12:00:00 AM
and you then look at the properties dialog for the file, it'll show 5/1/2001 08:00:00 or four hours previous.
