If you're running Novell, then they are probably all running Win95, and you just put it into the \windows\system directory. You'll need TWO setup systems. One will put the EXE and the data (and report, etc.) files on the server. The other will run from the network and will install the correct OCXs and ESLs on each user's system.

Basically, I don't think you must copy these files to each station. But you must do some installation manually or with a separate install program for each computer for OCX's. Although, I never tried this, so, I can't tell you that it works.
