It shouldn't. But FPW 2.6 still has problems with it even on Win95. Since the memory management is still not very good in VFP... maybe it still looks for a certain amount of free base memory. Just guessing here.

Exit in a MS-DOS window and give it a MEM command. Look to see what is under Conventional memory.

This is why I was asking. Novell and card drivers still use a lot of this memory.
