LOL!!! no... more likely a FrontPage stupidity hiccup syndrome.

FWIW I've had hover buttons up and die for no apparent reason too. When using those nasty buggers in a FrontPage web I have a habit of blowing away the .class files on the live root web every so often (then republishing a fresh copy) just to avoid this sort of thing being a PITA when I least expect it.
