I think this may possibly be a hardware problem, or at least a cable problem. I think that one of the wires on the cable (pin 37 ???) controls when a diskette switch takes place and tells the OS that it needs to re-read the floppy for current information.

Does it read the same from Windows Explorer, or is it only with VFP you have the problem?
