MSDE comes with Microsoft Office professional and Visual Studio professional. If you have any of those products then you already have it.

Keep in mind that MSDE will provide you with the data engine of SQL Server, but you won't have the administrative tools.

MSDE is free and you can distribute it to your users (some restrictions apply.)

SQL Server 7 developer editions -I believe- is free but you cannot distribute it.
