Licensing has changed with Windows 2000 and SQL Server 2000. In a nutshell, if you connect to a Win2K server, you need a CAL. SQL Server 2000 is licensed on a per processor basis, which eliminates all the per seat licensing. While this will probably generate more revenue for MS, it makes tracking license usage alot easier.
