If the user has the Auto-Hide check box checked, then when a new program is started the taskbar is then hidden. If, in this case the window is to be run maximized, then it will take up the entire desktop. Otherwise, it should cover everything but the taskbar (if Always On top is checked). I believe that the values controlling this, Show Clock, etc. are contained in the registry, probably as a binary value. However, I don't know what the key is. Perhaps someone else does.
