I think this is a myth. We have been happily running W2k server with Win98 workstations for nearly a year.
But be careful about anti-virus software. Running Norton AV on client workstations will lock the system for 2nd and subsequent users. Therefore NAV is a nono. Use Sophos or McAfeee both of which I have tested as being VFP network friendly.
