It was changed about 5 years ago. Now for the most of Universities/Institutes there are paid groups. In general the education in Russia is free, but in the last couple of years bunch of new commericial groups/schools appear, so if you want to receive a good education (presuambly (??)), you have to pay. The same as here with school education.
