I have a program that generates emails I need to create a hyperlink that launches a file with a parameter to it. How can I do this

i.e.

At command prompt the command looks like:
c:\questpdm\questpdm.exe /'10909312'

But I can't handle the link in the email (outlook)

I tried:

file://c:\questpdm\questpdm.exe%20/'10909312'


Any ideas
