If all forms are Top-level forms, you can have a unique menu for each. Only top-level forms are allowed menus.

To configure a menu to be a form menu, do the following:
1. While in the Menu Designer, go to View - General Options.
2. Check the Top-Level Form checkbox.

This will cause the menu generator to add code and comments at the beginning of the MPR file concerning how to initiate the form menu.
