That is a rather shameless commercial plug, and after an analysis of pricing, there are far less expensive co-location options available.
A leased co-located machine is yours to control, and accessable when you want it to be. A consideration for a US based co-location is that the connectivity (pipeline) rates are possibly much more competetive than they are in the UK, as well as hardware pricing. Another host is NYI net, with a good reliability and pipeline availability as well. There are more that can be considered as well. My favorite hardware for a stand alone server is something similar to a DELL model 8100, single processor. I am not sure DSL is available in the UK yet, or at what pricing.

A P200 server with adequate memory does quite well as a server, and you can load the Fox Runtimes on it at your lesure.

As far as having a free server to use as your feasability test bed, that probably would be more likely done on a local (to you) machine.
