Minimum rights the users would need are Read, Filescan, Write, Modify. The Create right is not bad, especially if they do not have Erase rights. That configuration prevents them from overwriting existing files, but still lets them create new files. However, you must provide a directory for FoxPro's temporary files that has read, write, erase, filescan, create, modify rights. I usually keep this as a separate directory because manual clean-up of left-over temp files is easy (del *.*). The location of where you want FP to place its temporary files is placed in the CONFIG.FP(W) file.
TMPFILES=C:\TEMP
This should take care of what VFP needs. When you ask about preventing users from accessing EXPLORER, are you referring to the Win95 Explorer? If so, why would you want to prevent them from using this tool? Were you looking to letting them go back to using the File Manager from Win 3.1 as an alternative?
