The answer seems to be to get the Internet Explorer Administration Kit at http://www.microsoft.com/windows/ieak/en/ . For IE 5.5:

- you have to be running IE 5.5 on your local machine - update over the Web if necessary

- then you download the 2.8MB IEAK

- then apply for a license; you get e-mailed an activation key. License is free, turnaround time is minutes

- install the IEAK

- go through the IEAK Wizard. There are a *lot* of options but an excellent wizard guides you through them step by step. I created a generic "flat file" build in about 15 minutes.

- IEAK goes out to the Web and downloads components to include in the build. An initial full download was about 78MB for all of IE 5.5. Presumably later builds (with more security patches etc.) will be much smaller - there is automatic versioning

So, not counting the downloads, you can have a customized redistributable version of IE 5.5 with less than half an hour's work. It can include your own bitmaps, captions like "Microsoft Internet Explorer provided by < your name here >", etc. just like you get from a lot of ISPs.
