Other people have experienced this behavior and posted about it here in UT. You might want to try dbf2rs.prg that you can download from MS. Do a search on dbf2rs.exe and rs2dbf.exe and you should come up with KB articles where you can download these files with code to do the conversions.

Also you might want to check the conversion utilities at www.west-wind.com.
