If you're using FoxPro for Windows, check your config.fpw for
MEMLIMIT = #1, #2, #3
#1 - Maximum percentage of total memory available for FPW
#2 - Minimum bytes of memory needed to run application
#3 - Maximum bytes to be made available to application

Be careful not to set #1 too close to 100 or FPW will use up memory Windows needs and you'll get insufficient memory errors from Windows.
