Kev,
Even going through a proxy server, you wouild be abale to get the IP address. However, the actual ping would fail. Unknown host is a message that you get when a host name can not be resolved.

Host names are resolved via your DNS entry. Under Network - Properties - Protocols, select TCPIP and select Properties. What is the DNS server specified? If you don't have one, then you can't do anything from the CMD/DOS prompt. IE probably works because it is configured to go to the Proxy Server for eveything and that resolves the address for you.

If a DNS is not specified, you might try setting the DNS server to be the same IP address as your Proxy server (check IE's Connection properties for that information). This may or may not work depening on how the proxy server is configured.
