In the past I gave the user ability to save pictures in the format allowed by MS Photo Editor, including JPG. To do this I added an OLE control from MS Photo Editor to the form.
As far as I know, other controls like Picclip or WangImage do not support SaveAS to JPG.

If you find how to automate Photo Editor, please, let me know details.
