Structures are another name (at least for me) of user-defined data types. This is perfectly valid in any programming langauge. Whether you use them in an WinAPI call or not is up to the developer.
And yes people have already written COM wrappers around the WinAPI. WSH, ADSI, WMI, CDO are all examples of that. But it would be nice to have the capability to use some of the API functions that haven't been wrapped yet.
