I assume you're talking specifically about data access now.

Are you running the server yourself, or buying space on a server provided by someone else (ISP)? Getting ODBC and COM components registered on an ISPs server can be very difficult.

If you are running the web server yourself, then you can access data using one of the per-installed ODBC drivers (e.g. MS access or SQL Server) without registering anything else at all.
