AFAIK nitf format is supported by MapObjects ActiveX from ESRI. Arcview is not readily integrated to VFP forms but Mapobjects is. They had only one sample for VFP on their site but I hope they added (before there was none). For nitf format you don't need a separate world file as you mentioned geo info is in header.
Mapobjects is also very expensive as rest of ESRI products :(
