I've seen that before with managers. It's called insecurity. Perhaps he is a little unclear on the best way to proceed and rather than show "weakness", prefers to slam shut all the doors to external help. If that's the situation you are in, then I feel for you. I have been in those boats and it isn't fun and it isn't particularly helpful when you are trying to acquire expertise.
