If you install from CD, you can successfully delete them, assuming that you never, ever insert the CD again. Otherwise, it goes and looks at the install point to restore the files. It would work for those of you installing from CD, but since I install from an internal server, it's a real pain to get around this because Windows immediately goes and looks for the server. Any large corporation installing from servers would have the same problem.
