A guy from Paranaque has this tip posted in the Foxpro Advisor Mag. I think this will solve your problem.

1. Create a report variable: nKeyFieldCount
2. Calculate to COUNT
3. Reset at the key field in the group expression

Set the Print When for every object in the Group Footer band as follows:
1. Check the "remove line if blank" option
2. Enter the expression nKeyFieldCount > 1 in the "print only when expression is true" box.
