I never used this library and, generally, I avoid using FLLs because they must be recompiled when you get a new version of FoxPro. If you don't have the source code...

From your previous message I understood that the error message was for MAPI32. Are you using/testing NT on the same computer you have 95? I'm asking because in this case, if the NT drive is NTFS, Win95 will not see. So, you have different drive letters for everything except C: on 95 and NT. This may be the reason for that message (at least, this was the reason for a similar message I had and I lost about 2 hours before seeing the obvious fact! :)).
