The current version of the Castelle software is several years old so you should be ok. I don't think they have changed much in the past 10 years. It should do all you said you want to do. The trick is to send all your printing through the FaxPress printer to a file(s). Then you use the SDK stuff to fax those files. Since it's command line driven it works with everything. The only doubt that I have is if it will work with Windows ME because ME did away with a lot of DOS support but my guess is would still work. My goal is to allow the user to fax to a client by right clicking on that client in a list in my VFP app, bypassing the fax drivers dialog. It must also allow for customization of a cover sheet, possibly allowing some attached Word documents to also be faxed along with the cover sheet.
