All of our reports call a modal form that gives the user the option to print or display. The form checks the RECOUNT() of the selected cursor as Craig said, but then displays a messagebox stating that 'No Records were found in the report'. This may or may not work in your case (won't print the report header with no lines), but it does provide a central location to try to alert the user.
