If you mean a stand alone executable, requiring no external modules, no it certainly isn't, but neither are most programs that run under Windows since they rely on the DLLs Windows provides for their functionality.

In fact, applications run because Windows allow them to run and even many C applications rely on a run-time library (MSVCRTx.DLL). Very programs are actually native code.
