The Values buttons in both the New Report Wizard and in SFQuery use the same code, with one difference: if the table the field belongs to isn't open, the New Report Wizard will open it so it can get the values from the field. In the case of SFQuery, the Values button isn't visible if the table isn't open. Is that what you're seeing?
