Sorry I cant be of much help, while I undertstand linux, and run 3 linux servers myself, I usually use Mysql, and apache, Postgresql, as far as I understand it not all the much diffent from other Sql servers.

One pc of the puzzle that you seem to be missing, is the scripting language, While you could write it in C/C++ there are better languages, with hooks right into the databases you are using.
You might take a look at PHP, which is compiled with Apache as a module, and has both generic ODBC functions, and Postgresql Functions then avail, directly from inside your web pages. where you can then make sql commands from right inside your web pages. just a thought.
