The reason you couldn't was that the Setup executable was 16 bits, and could only create shortcuts via the old way (a DDE conversation with the Program Manager). As such it didn't have the facility to do the necessary things to create a link on the desktop.

I solved the problem via a post setup executable and the LNKFILES.DLL. While I let the setup create the program menu item, I create the desktop shortcut and also modify the links originally created to point to a loader VBScript file. One reason I still rely on the DLL rather than the WSH is that we have a number of Win95B boxes, which, of course, don't have the WSH. I check for this and do a silent install of it, if necessary.
