In the DTS designer (in SQL 2000 anyway) there is an icon for calling another DTS package (a box with blue arrows), the forth item down under the 'task' or it is #10 under the task drop down 'Execute Package tTask.'. Build the new DTS package, have it call the other DTS package.

I use this tecnique to mail the log of failed packages to me via the 'on failure' work flow.
