[NEW] Can someone confirm this please. My calculations are that during daylight savings in the Northern Hemisphere, UT is GMT-4, not GMT-5, so the WNL is on at 0100 GMT. There's often some confusion about this, but GMT does not have Daylight savings time adjustments made to it. -- AndrewCoates

Many other countries do participate in daylight savings time. It's not just an American thing. Also, there are parts of the US that do not participate in DST. Hawaii, Arizona, and parts of Indiana come to mind.
