After working with the coverage profiler and some carefully placed STRTOFILE statements, I've come to the conculsion that the only way to solve this is to move all the controls off onto a containter than add the container dynamically at run time. I was hoping to avoid this but no single control is consuming an excessive amount of time to initialize -- hundredths of seconds mostly and those hundredths add up.
