It appears that the other developer is being allowed to open files without checking them out, (perhaps has admin privileges) and has default environment seeting s to "open exclusive." A thouroughly configured SS project wouldn't allow this. When they are checked out, you will not get the "access denied" message, because the other developer is actually working wiht a copy of the original.
