We just found, that PDF version of report slightly differs from Report form to file version. I used report form to dummy file, then report form to printer for the report with insertion of blank pages, it it ends on the odd page (see Cathy Pountney article in March 2001 FoxTalk about the technique) and in some cases there were difference between report to file (or preview) and report to PDF. So I have to produce PDF twice (once the dummy file), then the real file. I guess the same info applies to TotalPages calculation.

So, if you doing output to PDF and you use some pre-processing, you have to produce PDF twice for correct result.
