You can call it many things but it boils down to one thing: You are an employee and do not make final decisions.

If you want to make final decisions you have to be "the boss". Either buy the company or start your own. As an employee it does not matter what you suggest or for what reason. Management decisions and politics rules the working environment.

A friend of mine I worked with for many years had an expression when we would suggest a solution to a problem and management would not implement it: "We just don’t see the big picture"!
