Steps to reproduce :

-Create a form
-Put a web browser control
-In init navigate to say a file. ie :
this.navigate('file://c:/ddrive/temp/mover.htm')
-Now put a container on form that partially or totally covers web browser area
-Make it backcolor something easy to differentiate from form - say blue
-Run

Observed :
Container is zordered at back and cannot bring to front.
