In case anybody cares, it turns out that a security patch for IE renders these ActiveX controls useless by way of a "kill bit" added to the registry.

Two solutions I was able to dig up: 1) Create a VB DLL that uses the controls to convert the TIFF images to JPG for normal browser viewing (available in W2K version of controls) and 2) Create an ActiveX document to bypass the security restrictions.

This is in case you don't want to purchase a third party ActiveX control. There are several to choose from for TIFF image viewing.
