You might check the Registry of the problem machine to see if "word.application" is there - Use regedit and look for that phrase. If the registry entry isn't available then OLE doesn't work.

Did you uninstall Office and reboot before you reinstalled? If you just try to update an existing installation corrupted files and registry entries are often not corrected.
