Don't think so;
When a Toolbar is in screen, it's got independent of your app and IMO a great feature. I mean, you can start Word with YOUR toolbar besides it, and do great things; your Toolbar allows for the startup of YOUR form within or besides Word and be creative ...
The only thing is that the WindowState is only changeable at designtime and therefore doesn't allow the user to put the toolbar one time withing the app, and the other within the PC's desktop (that's what it comes to). However, you can have two redundant toolbars, both for the other situation.
Of course it may be a bug that this just works, but then I like this bug ...
